The Gagon (Rooftop), a “homeless shelter by the sea” named in memory of Rabbi Yechiel Eckstein, was opened by the Tel Aviv-Jaffa Municipality in August. Established by the city in partnership with the non-profit organization Lasova and the Tel Aviv Foundation, the shelter is funded by the International Fellowship of Christians and Jews, which was founded by Eckstein in 1983. After he died in 2019, his daughter Yael Eckstein took over as the Fellowship’s president and CEO.

Designed by Tel Aviv architect Yoav Messer, the 1,540-square meter facility located on Elizabeth Berger Street – near the Jaffa Clock Tower and facing the Mediterranean Sea – cost some NIS 36 million ($11 million) to build. Spanning three floors, it has 19 bedrooms that accommodate up to 144 tenants. For now, men only.

The Gagon, which replaced a shelter demolished by the city three years ago, provides free lodging and services to the homeless, primarily substance-abuse victims, and is accessible to the disabled. It offers clean beds, hot meals, suitable clothes, laundry services, showers and personal lockers, as well as medical care.
