Israel has no doubt about the status of Jerusalem. As the State of Israel was established in May 1948, the city was declared to be its capital. The Jerusalem Law of 1980 asserts that east Jerusalem ‒ captured and annexed by Jordan in 1948, and recaptured by Israel in 1967 ‒ has been reabsorbed into a unified Jerusalem municipality that is once again the capital of the State of Israel. 
Insofar as the 1980 law does not specify the boundaries of the Jerusalem municipality, the US is in agreement. When former US president Donald Trump recognized Jerusalem as Israel’s capital in December 2017, and was roundly condemned by much of world opinion for doing so, the words he uttered at the same time are rarely quoted.
