A resident of the Israeli-Arab city of Kafr Kassem in his 20s ran over and shot at four policemen, injuring three.

For decades, residents of Kfar Kassem have had to commute to centers in nearby cities for care – or worse, they were left without any care at all.

Speaking in both Hebrew and Arabic, Herzog told the residents of Kafr Kassem that he was standing before them with a bowed head and his heart pained.

Two police officers were lightly injured during the incident after they attempted to enter the city hall following reports of a violent incident within the building.

When police opened it, they found a total of 88 animals in the cattle car, including 50 fully-grown goats and 30 kids, as well as eight sheep, all with an estimated value of NIS 100,000.

Police suspect that the incident may have been part of a blood feud between two families from Lod.

The suspect turned into a road that leads to Rosh Haayin and is not currently in use, stopped the vehicle and leaped off a bridge in an attempt to escape.

Officials from Kafr Kassem and the state’s land use enforcement authorities have acknowledged that there is significant illegal building in the area in question.

"We continue to demand in the name of the victims and their families that the government of Israel have courage and recognize the responsibility of the state for this terrible massacre."
